Virgil Goode may not be ready to give up, but his opponent is claiming victory:

Democrat Tom Perriello is declaring victory against Rep. Virgil Goode (R-Va.) in the Virginia Fifth District race. He holds a 745-vote lead against the six-term congressman with nearly all the votes counted.

“With the votes in and the extensive bipartisan canvass process effectively complete, the results are clear: Virginians want change in Washington to get this economy turned around,” Perriello said in a statement. “I am proud and humbled to be elected as the next congressman from the fifth district of Virginia.”

Perriello campaign spokeswoman Jessica Barba said the campaign called all the county registrars, and believes the entire canvassing process is complete — with the exception of one locality with about 5-10 ballots remaining.

Barring a surge in the recount, it appears Virgil Goode is out.
