Most of the political class had begged RR to NOT make that speech, or to at least remove the "tear down this wall" sections fearing it would inflame the Soviets and cause problems with ongoing negotiations over short range missiles. I'm pretty sure there are millions grateful he chose to use the whole speech, not just the sections that didn't bother the politicians.
