yep, free trade is all that Palmer describes.
Except, that most ports are state operated and state subsidized. Get rid of the subsidies and you will be a bit closer to free trade.
Oh yea, is it free trade if it is mediated by treaties? Not really.
We will have free trades when individuals and voluntarily associating groups of individuals can exchange goods and services with individuals and voluntarily associating groups of individuals without regard to borders; without regard to state imposed treaties; without tarriffs, etc.
NAFTA and the like do not represent free trade.
